This project can be easily done by integrating MySQL using PHP. With the use of handler functions to prevent unauthorized calls to the database the language has to offer, I would say it is the best fit. On top of that, PHP works very well with front-end frameworks like bootstrap. Variables and data from the tables can be easily initialized and ready to be outputted to the client side. I have extensive experience in PHP, I even know quite a few frameworks for it, even though using a framework in this situation is not that necessary as it is a smaller task that requires less code complexity.
