Laravel Payment Gateway

I need a payment solution for churches, it needs to be integrated with Juno (payment gateway)
How it needs to work:
Church admin opens up our website and fills a registration form with his/church legal data.
The system will send this data to Juno for approval/validation purposes.
Juno will send data to our website once it has been approved/denied (they can also request more data).
Once the church has been approved, it will be able to login on our website and create a donation page (custom or random link) which their members can access and donate any amount of money using their credit card or other payment method provided by Juno.
The church will have all the donation data on their control panel.
The church admin can also create single payment links with a specific value.
Recurring payments is also a requirement because members can choose to "pay" their tithe or any type of donation monthly/weekly/etc.
User management with permissions would be great (Both for Churches and Admin area(me) ).
Our admin payment needs to be able to see all churches and their transactions.
We need to be able to disable a church access to our website and all of their payment links as well.
REST API is also required because I am going to integrate this "payment system" into a mobile app.
