Magento 2.2 - VAT setting for customer

Hi, I am currently magento 2.2.0 and base in the UK.
All my prices are set up with the VAT included. However I have a problem when customer outside UK are placing an order as some of them don't pay the VAT.
Here the rule I need to set:
All products are created included VAT (20%)
Customer in UK pay the UK VAT
Customer in Guernsey / Jersey (channel Islands) using country as Guernsey or Jersey don't pay VAT ... price must deduct VAT automatically
Customer in Guernsey / Jersey using country as UK don't pay VAT ... price must deduct VAT automatically
Customer in Europe - without VAT number pay VAT 20%
Customer (business) in Europe with valid VAT number don't pay VAT ... price must deduct VAT
Customer outside EU don't pay VAT.
As freelancer, you must be familiar with VAT/Tax in the UK / Europe. And the new magento 2.2

I think you can do it yourself if you have few products. The correct way is to remove vat price from products and add a tax from admin which will apply on UK only.
