Hey there, So as mentioned here you are looking for an application which helps runner to identify dangerous on the road before they enter into that zone. You also mentioned that if any runner pass safely than it will have an option to give green signal to danger. You also mentioned above profile management so yes that can be delivered. So this application basically works on GPS positioning system to receive an alert whenever its enter into similar zone, so do understand iOS and Android not supporting background services, so in that case users must have to run this application in foreground.
