Paypal limitation withdrawal service

I have a stealth paypal account that has been limited and has 400usd in it to withdraw. The 180 day hold period has passed and the money is sitting there to be withdrawn but I am unable to withdraw it as it won't let me link a bank account it comes up with error message 'We were unable to process your bank account registration at this time. We apologize for the inconvenience. Please try again at a later date.' But you try at a later date and it still says the same thing. Does anyone know how to get the funds out of this account? I can't request a check as the account isn't in my name.
