Plan for build a member-ship web site (Just need the plan, this is our project stage-0)

Our final plan is to build and launch a similar web site ([login to view URL]) in south Asia. This project is to help us to select best vendor to co-work. Final result will be a project plan and proposal. (2) cost: what is the budget we need to provide to build the system (3) tech: what are the tech-stake you will use in this system. what 3rd party tool or open source you will use. how you delivery result (4) reminder again, the target is the member system and able to control member sysem.
