A simple PHP Database

Hi,freelancers there , i need a simple web-page style PHP database for my works,i want to file my paper work and some photos into database.
but NOT for online or network use,so it maybe for 2 computer use (in different places).
but that was a bit confidential files,so evertime some new data add in or update, and i prefer to burn the data into CD (or save into Floppy Disk) form A-computer and pass to B-computer using overwrite method.(just copy and paste to overwrite mySQL,possible? )

What i need is:
one fill-in page to fill in all data and 2 photo (license photo size) into database,about 25 fields,personal particulars,date,comment and activity records only.
another one page is query(search) page,allow we to search the data either by fast search(type in any work and listout the most match like search engine) & details search(key in either by Date,Name,identity no,region etc...). when click on the link, all that person data should be list out and with photos.
and maybe some mySQL configuration and install guide from u if need (by the way, i can install by myself on my computers,and i did ! :-0 )
