Small Site Creation from scratch

I would like a complete (from scratch) website built.
I assume either in PHP or WordPress.
The entire website only needs around 11 pages.
Some of the features I need are:
(1)Management page for me to securely modify content.
(2)Membership/Subscription that ties into an underlying database that I have schema control over.
(3)Emails to be sent to me on certain functions.
(4)Emails to be sent to a list pulled from the database based on database queries that I choose.
(5)PayPal payments accepted.
(6)Passwords stored ethically, securely, and encrypted in the database.
(7)One of the pages is a blog. That blog needs to be able to easily post .jpg's as well.
(8)Customer's MAC address, device name, device type, IP, etc should be gathered on login and stored in the database. This is intended to track/prevent credential sharing. This should also generate an email to me when conditions (based on a db query) are met.
(9)Must be possible to verify emails by sending an email with a secure link generated for them to click from email directly.
(10)SSL/https must be used.
This website is not likely to have more than 100 paid subscribers (ever). Activity will be bursty by most subscribers of each other within a few hours twice a week.
I do not want any advertising to pop up on this site at this time. If I ever do, I will only want advertisements of my choosing.
