Want to add remarks functionality to the existing form

Currently in the website ([login to view URL]) users can upload images for sale and the Admin either can approve or reject. Once they are approved the image will be visible for public. To this, want to add, extra functionality as below While the Administrator Approve/Reject the image, a new text filed to be added where in the Admin can write comments/remarks for rejecting the image or congratulations message for the accepted image. When the Admin click on save button, the Remarks should be go a Transactional mail to the mail Id of the User and at the same Notification should be displayed when the user login in to the website. FYI, we already have Notification system and Transactinal mail running for other actions so only one more Notification and transactional mail should be implemented. Once this is finished, I want to add more features also in the coming days so looking for someone who is good at PHP, MySql, Laravel Framewrok, affordable and dedicated towards work and timelines.
