Web Based application & ipad app to match

Heres a run down of the app i need, as based off something similar to ipad app named - 'Guestlist' and web based back end is at www.useguestlist.com. My event Entrants go to the website [login to view URL] and enter the event and purchase via paypal, i then receive an email that has the completed form and transfer that info for my own use on google sheets/excel spreadsheet. So from there if i can have a web based log in to the app where i can create the event and upload my excel spreadsheet to the app, much the same as useguestlist. and have Columns 'Name (first/Last), vehicle, plate & Note. i can get you access to my current trail account on useguestlist by granting access if you need to take a look. Upon first upload they all show as 'awaiting arrival' as such on the 'front gate list'.. as they come through the front gate, the staff have a search bar to search the entrants list if needed, or just have it sorted by name first or last if that can be changed, and once selected, click them as arrived and 'send' them to a 'vehicle check' list next. This is the second part of the arrival process for our events, where an entrant is going to take his or her vehicle out on track and needs to pass a vehicle check. this screen would be blank to start and as entrants come through the gate they then get added to this list as they enter. The crew would either manually check off on pen and paper as we have in the past, maybe to start with for the app to make things easier? and we add a feature later where a checklist pops up when each entrant is selected and they can do this checklist on the ipad too? then once the vehicle has been passed they can be moved onto the next list - Driver Registration. if they fail, they remain on the list on hold until they fix their cars enough to pass. At drivers Rego, they need to watch a drivers briefing video, and then fill out a indemnity form and sign it, pen and paper process still for now, maybe add forms on extra ipads later on as an update? but for now the crew member just selects them from the list and check boxes that they have 1: watched the video & 2: filled out the form. the entrants eligible for drivers reg first must complete vehicle check before they are able to show on the drivers rego list and do this process. once they have both 1&2 checked the crew can 'complete' and they show on a "completed list" that i can refer to later and perhaps export from the web based platform later on too? Id imagine there would be some features that id like to add later on but we can probably upgrade.
