Hi, I have seen the page's layout attached in PDFs, So I would like to say that , whatever CMS you use to create these layout , these design will be achieved in HTML only. So to change any content , you will need to change it from HTML. Because, Every CMS has its own structure and a page builder , they might not offer all tools to create the website as per the design you have shared specially the home page. Inner pages are simple though which can be achieved using CMS like wordress. So what I can suggest you is,, create your own CMS where you will have exact same design , will have an admin panel from where you can changes content and images. Let me know your thoughts/ clarifications so that we can discuss further.
