Website - Life Insurance quotes

Hi,
I am looking for developer who will advice and develop businesses page for life insurance broker. Site is for giving clients possibility to compare prices of life insurance. There are 2 aggregators (third party company) offering this including sample of php files with both request and respond.
- advice and explain how web site will be created (what plugins, what is cost of renewing them ect.)
- create skeleton of web site (Home page, one page for forms with quotes, one page to display respond from price aggregators). If web site done on easy to handle builder such as elementor on Wordpress then that will do as rest content will be done by me.
- create / advice on buying design theme including icons and other graphics elements which are consistent through whole page.
- I am using a Zoho CRM and other apps which are offered by Zoho (e.g. Zoho Sign, Zoho Forms, Zoho Writer, Zoho SalesIQ, Zoho Mail, Zoho Workdrive, Zoho Campains, Zoho Annalitics, Zoho Social). If you have knowlage of Zoho products and Zoho deluge programing lanugage it will be advantage as could lead to futher development of web site.
- Next step of site is to allow client after receiving quote to pick the product and fill application form. Process could finish with electronic signature of auto generated declaration for company chosen. I believe this could be achived with Zoho Form -> Zoho Sign out of box solution offered by Zoho. If not there is extensive API REST documentation for most of Zoho apps including Zoho Sign.
