A UserForm is VBA, and VBA doesn't run in Excel Online at all, so if the web side genuinely needs to work, the form and validation need to live in Office Scripts with a Power Automate flow handling the submit and the append to the master sheet, not a desktop macro dressed up as cross platform. I'd start by pulling the financial year logic and the SKU/rep lists into one validation layer both the desktop form and the web script call, so the two don't drift apart later. Appending clean rows on submit is the easy part once that's locked. M1: financial year validation and SKU/rep dropdown logic, built and tested, 18000 INR, 1.5 days. M2: one click append to the master sheet with duplicate and error handling, 18000 INR, 1.5 days.
