New Water-Based Paint Formulation

I need a chemical engineer who can take me from a blank sheet of paper to a repeatable lab-scale formula for a completely new water-based paint. My objective is product creation, not incremental improvement, so I want someone comfortable selecting resins, pigments, additives, and coalescents from scratch and validating their synergy through real laboratory work. Scope of work • Collaboratively define the target performance benchmarks and testing protocol. • Develop the base formulation, including detailed percentages, mixing order, pH targets, and milling requirements. • Produce 1–2 kg lab batches, run standard industry tests for viscosity, hiding power, scrub resistance, adhesion, and sheen, and refine the recipe until the benchmarks are met. • Document every step in a technical report that covers raw-material specs, equipment settings, and QC checkpoints so the formula can be transferred to pilot scale without guesswork. Regulatory context At this stage I only need to satisfy normal industry standards (e.g., ASTM, ISO coatings methods). No specialised certifications are required yet, but keep VOC limits for architectural coatings in mind. Acceptance criteria • A stable, reproducible formulation that passes the agreed-upon lab tests for at least 30 days of shelf-life. • Full formulation dossier (Excel or equivalent) plus a concise PDF report of test data and recommended scale-up parameters. Typical toolset includes high-speed dispersers, Hegman gauge, Brookfield viscometer, and QUV cabinet, so please confirm you have access to comparable equipment.
