Detailed project specification required

Project Management. We are a company that deals with providers of courses and education in Ireland. We wish to develop an web-based solution that will enable course providers to manage their course enquiries from the public. This would be a stand a standalone CRM solution. Course Providers would be able to set up email templates that would autoreply to enquiries, the enquiries would be saved into a database by enquiry type that the provider could manage, and they would have the ability to easily send out reminder emails for particular courses. The solution should also include a Payment Portal that can be branded wiht the logo of the provider, and they should be able to view their payment process etc. Basically, the idea is to save admininistration time for course providers, and mean that enquiries would be answered immediately. We are looking for somebody to write the specification for this project so that we may put the project to tender. This will involve somebody preparing a detailed document (based on information provided by myself) detailing how the system will work and what funtionality it will include. This document should be a definative document that will explain precisely to a developer how the system should be built. Please note that we are not looking for a developer at this stage, we are looking to have the project speced and detailed.
