Image Similarity Calculation (filter image duplicates) (100$)

Long ago, I have tried this task by myself, to filter out duplicated images in a large lists of images.
sometimes it seemed like it could be solved very easily, but the performance from my tool was quite horrible.
so here I am to compensate my lack of ability to make a good 'image similarity calculation' tool. *
if you have interest in similar topic previously, or made similar work, please let me know after reading notes down below.
(dups = duplicate)
Essential Feature note 1:
image similarity between images should be able to be shown as number index.
for ex) image (a) x image (b) = similarity : 64.6%
Essential Feature note 2:
a variable needed to filter out dups images.
filter_standard = 80.
Essential Feature note 3:
there is a target image (a)
and a list(zip) of images (z)
it should have a function which puts a target image (a),
and could be running whole inspection in a list of images called (z) which is grabbing similar dup images of (a) out of (z).
so I could get a return of (z)-(a) = similar dups image of (a) which are extracted from list (z)
Essential Feature note 4:
there is a list(zip) of images (z)
it should be able to run wholesome duplicate(similarity) inspection fumction on (z).
and check/define which perticular images are dups to each other. then automatically tag its group.
so I could get return of (z)-(1), (z)-(2), (z)-(3).....
in more detailed example explanation, there is a (z) list of iamges which contains 10 images.
composed by 2 rabbit images(which is having over 80% similarity with each other), 2 bear images, 2 bird images. and rest of 4 random images.
(By the way ! This is not image object recognizing task! this is only similarity calculationa and dup detecting task! this (bear) (rabbit) (bird) classification is written only to help you understand the topic)
so after running the wholesome inspection function, it should be returning (z)-(rabbit) , (z)-(bear), (z)-(bird), (z)-(undefined)
script nodejs or Python or AHK format please. if possible.
or else, please suggest me which language format to use (which language your function is scripted) so I could check.
I will be applying this tool to general wholesome section. not confined in one or certain categories.
this tool can be applied to calculate similarity between birds image and chair. image of banana and fan. image of mouse and elephant. etc. it should be able to be applied to general wholesome object. this is not for closed one category.
I have no dataset/model/corpus/data of it. if you want to do it in ML/AI way you should have it by yourself.
whether you made this tool or not is not important. I also have experience of making its tool myself but I'm posting this project again just to look for actual better performing tool rather than mine. the performance itself is the higest consideration in this project.

please apply only if you have done similar projects so you can show me the screencaped examples of your tools right away.
or else it would be taking too much of time just trying to make this tool, and if the performance is low, I wouldn't release any milestone or money. please get notified this.
after the work is done, please show me 10 example cases so I can check its quality.
after you showing me your tool's example results as condition 7, I can cross check bringing examples from my backgrounds. to check its validness
condition 9: (important)
milestone will be released only after meeting satisfactory of condition 7, condition 8.
other practical recommandation or suggestion would be welcomed.
