MP3 Playlist Scheduling & Management Software for Windows

I am accepting cost proposals for a project for a client who requires the construction of a offline music management application with MP3 playback controls and specifically a playlist scheduling and management functionality.
The application should be built for a Windows 10 environment, with an administrative back end for managing playlist scheduling, accessing a local music library folder and modifying the order of music tracks within already created playlists.
Optionally the client would also be interested in adding the ability for playlists to be synced from Spotify, but playback should be from a locally stored library only (no streaming of media from Spotify)
Playlist management otherwise should be drag / drop-able to a day-week calendar in order to manage what playlists are playing on a particular date / time, with the option to repeat weekly/daily.
A web front end is also required for non-admin users to access via a web browser with the ability to Like, Dislike, Skip individual tracks. Access should be restricted via a login page requiring a username and password.
This user-level web control panel should display the current track being played and as available display Album Art, Album and Artist information, with a view of upcoming tracks.
User inputs for Likes - Dislike and Skip actions for particular tracks should be recorded with date, time and logged in user details and be made available for review from the admin section with some basic option to export this data either in CSV or PDF format.
Total playback on a per track basis should also be recorded per track and accessible in the admin backend with a basic function to generate monthly reports detailing all songs played, play count, skips and likes and dislikes.
This project has no immediate deadline and the client will be interested in an ongoing support relationship for the created application long term.
Due to the nature of the project the client understands that any provided costings will be a "ballpark" figure but where possible accurate estimates would be appreciated.
