If the data has a periodic nature I can generate a probability density function and use it to predict the missing values. If it doesn't, then regression and other machine learning techniques can be used.

I just want to correct you there, Actually forecasting/predicting might not be the correct term here. Substitution of NAs within a time series is rather referred to as imputation. Usually forecasting/predicting means you are doing extrapolation, while at imputation (or also estimation) you are interpolating. Approach to complete the task: - Fill missing data using rolling average, rolling median,interpolate time, interpolate linear/quadratic/spline, etc and check for r^2. Can be achieved in python. About my experience: - I have 8 years experience as a Java developer. Have good exposure to python too. - I have previous experience in doing such task - filling missing values in time series data using python. I have done so in different machine learning competitions that I have participated in.
