IMPLAN Model Setup & Execution The consultant will: Use the most current IMPLAN dataset for Prince George’s County, MD Confirm alignment with the County’s recently released IMPLAN-based analysis methodology Select appropriate NAICS codes aligned with: Motion Picture & Video Production Post-Production Services Sound Recording Creative Technology Services Studio / Production Facility Operations Construction & Build-Out (capital phase) Input project-specific data including: Capital expenditures (construction, build-out, equipment) Annual operating budget projections Projected payroll and employment levels Vendor and supply chain assumptions (if applicable) Run IMPLAN modeling to calculate: Direct impact Indirect impact Induced impact Total employment impact (jobs & FTEs) Labor income Value added Total output Tax impacts (if applicable) Deliverables The consultant will provide: Full IMPLAN Results Export (Excel format) All results tables from the IMPLAN results page Employment impacts Output impacts Labor income impacts Value-added impacts Industry detail breakdowns Multiplier tables (if applicable) Documentation of: NAICS codes used Sector selections Assumptions entered Dataset year used Region definition confirmation (Prince George’s County) No written executive summary or narrative economic development plan is required. Required Qualifications Active access to IMPLAN software Demonstrated experience running local-level IMPLAN analyses Familiarity with county-level economic modeling Ability to correctly classify media production and creative infrastructure under appropriate NAICS sectors Strong technical precision in data entry and export Important Context Because Prince George’s County has recently published IMPLAN-backed projections for the Sphere initiative, this analysis must: Be fully aligned with the same regional dataset Withstand scrutiny at the County Executive and economic development level Be technically defensible and cleanly documented This engagement is focused exclusively on accurate modeling and complete Excel-based deliverables.
