Need an "Ad Campaign Manager" Designed, INSTALLED and configured for my site. The purpose will be to send visitors that visit my main index page and click on a button/banner/link, to rotating URL's of my affiliate members.

I need the capability of manually adding url's (up to 50) that the visitors will be rotated to. The rotation should be created so that when the link is clicked, each URL in the rotation gets an equal number of hits.

The order of sites in the rotation is determined by how many hits each site has received. Basically, the site with the least amount of recorded hits always gets the next hit.
