-Create boolean type field "CounterIsEven" (with 'Read Only' checked) that will display "true" if "State Change Counter" is even, or "false" if is not (modify created Business Rule).

You can use Business Rule called ”Reopen Count” . But remember not to modify it
-Create new record producer “New Business Request” on change_request table
-Create new category on the service catalog “New Business proposals” and place the record producer under this category
-Create field (variable – single line text) on the record producer: value should be mapped to the short_description field on the change_request table
-Create field (variable – reference to sys_user_group table) on the record producer: value should be mapped to the assignment_group field on the change_request table
-Groups which are possible to pick from variable on the record producer should contain only groups which names starts with “c”.
