Build a working pose estimation system

I would like to have built a system built using a pose estimation with OpenPose, and be able to calculate the speed of a person running, or skating, using Youtube videos or any other videoes involving sports and moving athletes.

Must be able to run on Windows or a suggested system where the user would be able to upload their video and the system runs (can even be in the cloud if possible).

Would need to see a working concept prior to being awarded the work, along with references on similar work that was done. Please describe in detail how you would plan to execute and on what platforms.
