I am ready to commission a complete design proposal for a container-based modular accommodation barge that will be moored in the Netherlands and fall under Bbl/Wkb requirements (it will NOT be classed as an offshore unit). For this first step I only want a written proposal, built around a clear scope of work. Your document must: • Define the design specifications you intend to deliver, showing how you will achieve structural integrity while satisfying Dutch building regulations. • Detail your material selection strategy, explaining why the chosen systems or products suit a containerised barge environment and Bbl/Wkb compliance. • Lay out the team you will deploy (disciplines, key roles, credentials). • Present a realistic programme through all design stages. • Break down a fixed fee per stage. • State any assumptions and exclusions that underpin the offer. Although my immediate deliverable is the scope of work, the narrative should demonstrate you understand both structural issues and regulatory obligations, even if you choose to partner or subcontract for specialist inputs. Please keep the proposal concise, professionally formatted, and ready for me to use internally when securing project approval. We currently have a steel structure design and have chosen 90% of the materials; however, we need to verify compliance with Dutch building standards and structural suitability.
