Need Development server space

We need space on a development server. This is development and test only. We haved a separate commercial server running now.
- It will need Linux, jakarta, JAVA SDK, and postgre DB. (We can manage downloads after access and set up).
- We prefer a server be in the USA or Canada, Western Europe or UK.
- We are developing a business project mgt tool - have prototype in field now.
- After each feature set is released, we upload to a separate server for the customers.
- Our programmers are offshore, this is the common point for them.
- We need only access to our part, not all of server.
- Need FTP access
- The system admin will not have much to do! We just need access for set up and for occaisional admin, such as setting up the first URL.
- May also host email.
- Obviously, we need security so others do not intrude in our section
- We will pay monthly or quarterly. Low price is important during this dev time.
