Our Unions Economical Crisis Report

The project consist of specific problems and different situations that have been ongoing, subsequently causing a series of damaging effects, which in itself have shaken the fundamental strength of the District Council, who manages all the Unions, and moreover, causes the membership to slowly collapse and suffer greatly to the point of no return.

This crisis has three critical phases:

1) The 50/50 rule which was put in place by the consent Decree , by the NYC COURT JUDGE. The investigator who serve as the Review Officer, to oversee and hold disciplinary proceeding, where it present such evidence of members and officials involving in labor racketeering and corruption.

2) The modification of the 50/50 rule by Judge Haight's opinion and order 67/33. Now that dictate's, the number or percentage of carpenters the contractors could select without taking any carpenter from the out of work list. Therefore, the contractor can hire his own regular crew of men up to 67%, regardless of the size of the job.

3) Mr. Kenneth Comboy, who represent the United Brotherhood of Carpenters (UBC), proposal for Full Mobility. It gives the contractor (Employer) full permission to directly hire they own employees necessary for a specific project, without any reference to the Out of Work List (OWL). This proposal was dated on June 15 2011, was serve as an exhibit to the court, for the up coming contract negotiation with the contractors association.

Luckily the contract were send to the general membership as mail in ballots and full mobility was voted down (against).

There is a solution to the madness, where the new contract negotiations should include a new approach.

1) would be to abolish or amend and reverse the consent decree 50/50 and the modification by Judge Haight.

2) Create a system where all carpenters and foremen should come off the OWL and establish mandatory paid furlough for one or two month per year.

3) Create a strategic plan to take back our market share for those contractors who follow the rules.

A. Rearrange the Labor technical college in spending less money per year and target the new horizon.

B. Demolish the out of work list (OWL), form a rotation with a number sequence, that collaborates with the furlough system.
