I have done this in the past many times, but it will depend on how are the countour lines created, I would like to check you file prior accepting the job, but the best way to share files in here is using google drive and sharing the link, we the freelancer should not share our email for security reasons. I am a 3d printing specialist and I made that many times before. My work plan is to take the boundary coordinates from you, Import the area tif file from USGS, then create a 3d model out of them. then upon taking the contour file from you, I shall apply them to the terrain, so that the result becomes a 3d model of the terrain with the contour lines applied upon it
