If daily site updates need a live connection to submit, workers will lose an update every time signal drops mid-task and just stop bothering. So the worker app is offline-first: updates, photos and status changes save locally the instant they are entered and sync automatically once connectivity returns. The admin dashboard is the one place that needs to always be live, not the field app. Build: admin web dashboard for task assignment, site details, priority/deadlines and worker-wise history; a lightweight worker mobile app for viewing assigned tasks and submitting daily updates offline-first with photos; task states (assigned, pending, in-progress, completed) driving both views from one source of truth. Photos matter for site verification, so I compress on-device before upload to keep sync fast even on 3G.
