Hello, your project has amazing documentation and i would love to be part of it. VB.Net is a good option, and i can structure the project is such a way that it could be easily be transferred to .Net Core, or another database such as MySQL, SAP. However this is a large project and would take a ballpark of 1.000 hours to complete. So with a team of 3 persons this will mean between 9 to 10 weeks of delivery time. If it will be the back-end only and not the forms (only setting up the database) and unit tests to test that the data is entered correctly, then the time will greatly be reduced.
