Promote website to first page of google

At the time of this writing, our site ([url removed, login to view]) is on page 13 of google's search results for the phrase 'free forums'. We're looking to get that to at least the first page, and if possible (highly unlikely?) the first result in the list.
We only accept white hat methods of doing this. Meaning, we'll be monitoring how/where our incoming traffic is accumulating and will refuse delivery of funds upon completion if we're dissatisfied with the methods used to generate traffic.
We do not want 'window shopper' traffic. We want people who need our service of a free forum, hosted remotely. Window shopper traffic does nothing for a site like ours. Please take this into consideration before registering for this project.
We are considering offering bonus cash for getting our site to the #1 spot of the 'free forums' search term on google, although we haven't decided how much yet. And we're not sure if offering a bonus is against [url removed, login to view]'s terms of use. We'll look into that and update accordingly.
