efax (fax to email) website and functionalities

We are looking for someone or a team to help us develop an efax (email to fax) business. Similar to efax dot com or fax dot com. Bidder must have complete knowledge of developing back end user system, and fully building this from the ground up. Servers, getting phone #'s, building fully functional website and backend user system, etc. IF YOU DONT KNOW HOW TO DO THIS - DO NOT BID!!
