Web Design and upgrade

I need my site brought up to date with a nice new look and feel. I am on a small budget and have to maintain myself so I need it to be fairly simple Frontpage interface (HTML) so I can add new items for sale. I don't get much exposure with this site. Need help.
If more cost effective to make templates for me I am willing to pay for that also. Please quote me on site improvement for younger demographic (ages 16 to 40) Templates should have spots for product video embeds also.

I would prefer a template that I can manage via FrontPage. Very small budget. Need to add photos with Paypal option for payment. No fee based templates please just basic html. No time for learning curves.
