Wordpress Blog Creation and Trainer

I WANT SOMEONE IN SOUTH INDIA PREFERABLY AS I FREQUENT THAT AREA AT LEAST TWICE A YEAR. I'm looking for complete A to Z creator of Wordpress Blogs to work with me to do all the technical aspects of getting the site up and running on my server. This may include tweaking and plug-in install, creating banners and customising the look. All aspects except the article writing and SEO work. Must be able to train as well. Although, initially its for 1 site, I'm looking at building a long term relationship. Unable to pay large amount of money to start, but good and dependable, the fees can rise.
