News content website exactly like the www.huffingtonpost.com serving ethnic group, world region

Hello, I am looking to create a news content website exactly like the [login to view URL] that will serve a particular ethnic group and world region. The site will provide news and commentary for that group, but will have a modern updated look to serve its educated and posh readers. I'd like readers to be able to post their comments on the page, through haloscan or a different program that I can monitor or screen. I looking for someone to create a very streamlined modern design easy to navigate website with a main news page, blog page, and four other pages, about us, classifieds, contact and links page. On the news page, I’d like it to function exactly the huffingtonpost.com. The front page will be dedicated to breaking news and an array of political, news oriented blogs. I must be able to update this myself several times a day with breaking news through an easy administrative function. I must be able to change the blog posts daily. I must also be able to update the other pages as well. I will need space for several ad banners will need the capability to have pop up ads. The Website must also be able to play music, as artists from the region will be featured on the site. I am also looking for a server to host the site. I WILL ONLY RESPOND TO COMPANIES BASED IN THE USA. NO OUTSOURCING COMPANIES PLEASE!
