Sharepoint Staff Display Site

We require a basic sharepoint site that can display all the staff for an organisation. There will be a menu on the bottom listing the all staff, leadership, executive groups. If you select a particular group you can then see all the staff in that ground and search that group using a search pop up menu.
When you select the staff member, a pop screen will then show the staff members details associated.
A simple admin page would allow a user to upload a new staff member and then provide a picture of them as well their details and a location map of where they are located on the site.
We will need guidance to setup sharepoint and load the site.
