Windows keyboard driver

I need a Windows-based keyboard driver that, instead of generating keyboard events from a physical port, it injects keyboard events by being called by an application on the local machine. It can't simply post WM_* events, and must be a full fledged driver so an application receiving those keyboard events can't possibly discern that the keys are being "faked".

It should be a relatively small amount of code, but I need someone very well-versed in keyboard drivers so it's done right and done quickly.

To demo it successfully, you'd write the driver and a simple Windows application showing the keyboard (at least the letters A-Z, numbers 0-9, and enter key), and hovering over those buttons for 1 second (even if the window is not in front) generates a key down and key up event.
