C# or C++ Dev for Windows Crosshair Tool

I’m looking for an experienced Windows developer to build a crosshair desktop app functionally similar to Crosshair X and Scope X. The tool should draw a crisp, always-on-top, click-through crosshair that stays perfectly centered across resolutions, DPI scales, refresh rates, and multi-monitor setups, with simple controls for size, color, thickness, opacity, presets, and hotkeys. Optional: a Win+G widget version. This must be a clean-room build with no reverse engineering, no code injection, and no interaction with game processes.
