Simple App - A floating window "Always on Top" for "Windows 10" that shows a TXT

We need to create a simple floating window, "Always on Top" that shows the content of a TXT located on a fixed and shared folder in the network.
- has to work with Windows 10.
- Should be text size 10. arial font is ok
- will show only 3 lines
- has to refresh (read the txt) every minute
- has to be always on top of the screen
- has to be movable over the screen by the user
- at start of the tool, it should be in the top left of the screen so the user puts it wherever he wants
- exe file is ok, otherwise .vbs or .cmd... is the same for us
- no UI at all, we only need the content of the TXT in white text and black background.
