Windows Application for Virtual Background

I need to build a windows application which will create for me a Virtual Camera to be used with any other applications which needs Camera, but this virtual camera will isolate the user background "Without Chroma" like the same feature in MS Teams or Zoom and will replace it with specific image the user will provide it.

replace the background in your webcam video app. No green screen needed.

So the output that I expect is:

1- Source Code

2- Setup package so the user can install the application

3- once the application starts, it'll ask the user for the background image

4- the application will generate a Virtual Camera in the device, so I can choose it in any other applications that need Camera access for example, Chrome, MS Team, WebEx, etc....

5- the user can select this Virtual Camera source as his main camera and the user background will be replaced by the image that he provided in step 3

I need high quality background isolation result with normal PCs specification.

Preferred Technology:

Python but you can suggest any better technology which will provide the same result and in Good quality.
