Write a Windows Powershell Script

Good Day,
I need a continuously running windows Powershell script to ensure all ffmpeg processes is always running. If the computer boots up (before login even) the script should start and it should restart the process if it fails.
There are multiple (10 or so) processes defined by a simple csv file ([login to view URL])
REC001, Channel 1 (Sound Card 1)
REC002, Channel 2 (Sound Card 2)
FFMPEG Process to keep running:
C:\ffmpeg41\bin\[login to view URL] -f dshow -i audio="Channel 1 (Sound Card 3)" -acodec libmp3lame -b:a 32k -content_type audio/mpg -f segment -strftime 1 -segment_atclocktime 1 -segment_time 3600 -reset_timestamps 1 "C:\Recordings\REC001 %Y-%m-%d %H-%M-%[login to view URL]"
I usually start it using START command as it allows us to setup the window title for easier reference:
START "REC001" C:\ffmpeg41\bin\[login to view URL] -f dshow -i audio="Channel 1 (Sound Card 3)" -acodec libmp3lame -b:a 32k -content_type audio/mpg -f segment -strftime 1 -segment_atclocktime 1 -segment_time 3600 -reset_timestamps 1 "C:\Recordings\REC001 %%Y-%%m-%%d %%H-%%M-%%[login to view URL]"
