Create or Edit New Wordpress Theme/Look

I've outlined all I want done below. Additionally, I know the current website is a blog, if you read though you'll note that I said we'll keep the current content, but the main page will be totally changed. The goal is to have the main page act as a BIO or Portfolio promoting me.
I have a fully functional blog at [login to view URL] that needs a refresh. I like the look of [login to view URL] .
- Basically the main refresh will be the main page. (The goal is to brand my image, in a clean way)
- Then use all the current content I have an put them all under one category called (Voice)
- navigation will ne (About, Collaborate, My Books, Voice, Press)
- the about page I will provide you with new content
- the collaborate page will be basically the contact page, but on this page I need it to be a the main page, where we put images or logos of brands I've already worked with., This can be a slider, with the contact form below.
- the press page will be as the main page and collaborate page.. images of logos in the press I've been featured in (could be a slider)
- the main page must have all my social media links (youtube, Twitter, Instagram and FB)
- my books, basically a picture of my book/s with a brief description and link to click though to purchase.
- Voice - basically my blog using all the content I currently have and new content I will keep adding.
We can purchase a theme if it makes work easier (Make suggestions) or use the current theme I have an just make changes to the main page etc.
In responding, it's important that you include
- your experience with wordpress
- time you'll need to complete the work
- suggestions of a theme or if you can make a new design (keep in mind that my budget is limited)
- mention when you can start as well
