Custom WordPress Shipping Rules Implementation

Conditions: 1. Every product will be charged for shipping rate (except when we combine them 2+2 or similar, it will be one truck and one rate) 2. product quantity 3. Location 4. transport 5. Additionaly charges (when combining ex sand and rock and packing sand in supersacs) 1. QUANTITY a. certain items when ordered over 5 tons/yards - will shipping from nearest direct ship locations (there are 6 direct ship locations) b. same products under 4 tons - will shipping from other nearest FACILITIES - Saturdays - direct ship are closed, except so any correlating products must be pulled out of store locations at under minimum price ====== - there are 3 or 4 locations that shipps any product lower then minimim or some products shippied only from this location - some products are stocked in certain store only and can be shippied only form there - Some products are weird in Norman. Because NM is so far from our direct ship facilities we allow deilveries to ship from the NM store over 4 yards/tons at the store price if the total price will be cheaper than if it came from the associated facility. 2. SHipping transport: a. small truck up to 12tons/12 yards soils / 14Y mulch/compost b. long truck up to 20tons/20 yards soils / 25Y mulch/compost c. flatbed - sertain products with special shipping costs 3. Location: a. red zone to light blue zone = 6 zones + other zones = 35.5miles and more, every mile will be additionally $5.8 4. combinations: a. item + item + item b. items with smaller quantity - combined in one truck (2+2 or simillar) c. items with smaller but different materials" 1 (i.e. 2 tons of x rock and 2 tons of y rock on one Small dump truck) ---For combining orders - items delivered on flatbed (palletized materials) can be combined on one truck, items in a dump truck (loose materials) need to be separate. 2. can we combine rock and soil on one order? If yes, there are follows ups on how this would need to work. ---The only way to combine rock and soil for example, would be to put the soil in a super sack so it can be loaded on a flatbed. We can do this at an additional cost, but I’d say for the estimate tool’s sake we might just make a note for them to call if they’re wanting multiple products delivered. Add Notation clearly throughout checkout (a nice note in green or something) to call if pricing is confusing ================================================================ Here is the Cart item example, so you can figure out is it possible to count and combine all this items and sum the charge, without making double charges: Cart items: 1. 5 tons of X Rock (stored in all locations but ship from the nearest direct ship location, because it is over 5 tons) 2. 3 tons of XY rock (stored in 9 locations rocks but ship from nearest facility because it is under 4 tons) 3. 13 yards of Y sand (stored in few stores, ship from direct ship) 4. 7 tons of rocks stored just in Norman 5. 2 tons of sand (in all locations, ship from nearest facility) 6. 20 tons of product that will be shipped in flatbed 7. 40 tons of compost form (direct ship) (this is 2 times large truck, so make the increment after truck full limit) We have: 1 flatbed (6) 1 large truck (13 yards of Y sand) 2 large trucks for 40 tons and we have 5 tons of rock + 3 tons of rock + 7 tons of rock + 2 tons of sand so we can combine it in two small trucks or one large truck, having in mind that we have sand, which can not be mixed with rocks, so we have to put it in supersacs and charge additionaly for this. Many products comes from different locations, so the cost will differ
