Migrate a single page site to a WordPress theme

We have an existing standalone landing page. We want to migrate to WordPress. We need a custom *child* theme based on WP's default theme (or any other theme you deem appropriate) that will have the following:
* Will have a page that looks exactly like the standalone page.
* Will set that page as the WP homepage.
* The WP theme will have a header and footer that matches the design from the standalone page.
* You will install and configure a specific plugin (forms).
* A simple Lorem Ipsum page (basically just create a page in WP)
* Another page with a Title, 2 Lorem Ipsum paragraphs and an embed (using the plugin you installed).
* The theme's look and feel must be configured to match the home page (colors, fonts).
Detailed instructions will be provided in a PDF document, containing a clearly defined spec.
