Customize Arcade Website Template

I didn't know what skills to select when posting this project. IF YOU DON'T KNOW XHTML and CSS, THEN PLEASE DON'T BID!! I attached a text file with a description of the project. Please review the project details, and ALSO read everything below. I am hoping the project is easy to do if you're talented and experienced. My budget is about $100-$150. If you bid more, then please explain why (I understand paying a little more if you explain why). IF I receive many bids from talented people who can do everything I need, the project will probably go to the LOWEST BIDDER. I also want to work with someone that will provide excellent customer service; this includes providing good communication and keeping me updated on the project, making revisions until every detail is perfect, and doesn't mind helping me and answering any questions I may have. After the project is finished, I will want a copy of all of the files and graphics for backup purposes. I (and my company) will become the sole owner of all files, code, artwork, copyrights, etc. once payment is sent. To show me you are a serious bidder and read everything I wrote above, please include the word "agreed" in your bid message or PM, or your bid will be ignored!!!
