xml import through JSON API

Our company is using Manager ([login to view URL]) an accounting software (online based on MONO) which has an API to read, create, update e delete data inside of it.
In Italy we have introduce e-invoices in 2019 which are digital invoices in xml format ([login to view URL]).
We need an online software which:
1) will scan 4 directories (sales invoices, credit notes, purchase invoices, sales invoices)
2) check if they were already imported and delete them
3) check if the client or the suppier is already in the DB and in negative case create it
4) let us select which one to inport
5) add the progressive protocol number starting from the highest number in the list
6) import the 4 typology of invoices inside the software
