Create a youtube share bot

I am looking for someone who has experience building a web request youtube bot. I need the bot to do the following:

1. Gather people (youtube screename) who commented on youtube video.

2. Upload youtube accounts (Screename:PW) to share my video to the list of people who commented (the people it gathered from step 1). Also check if the accounts are still working.

3. It will pair my youtube account with proxies. For example

Music123:Password:192.16.8.1

Gameg345:Password:[url removed, login to view]

4. Using the upload the accounts to share video with the list of people who commented. It will rotate accounts for each share.
