Cosmin did a good job at the work he did complete, however his time management was awful. He was particularly bad with communicating and I could often go days without an update. However the quality of his code was excellent, I would take Cosmin on again for a pay for deliverables project but not for pay for time, as he never got round to completing the work in the time he said that it would take him.
