UPDATED FLASH PROJECT, v2

This is the 2nd time GMwebsolutions does neither respect the timing he himself set nor follows the requirements received. I suggest to refer to this supplier only for easy assignments without any time constraints.

Flash Animation 12 minutes

The reason why I assigned this project to Gmwebsolutions is that during the bid he suggested and offered to implement a dynamic flash solution. So we agreed new specifications, I assigned him the project, I privately posted the new specifications agreed and I set 2 escrows. Now, with 10 days of delay on the project final delivery, he says that he made a mistake structuring the code, trying to offer addtional features not requested, so now he needs more time to re-code and I should pay this additional time. If I wish now he can deliver a suitable static animation, for the same price. He pretends not to remember that we agreed a dynamic animation (but the agreed new requirements were posted the day after the escrow setting!!). It's not fair, that's another project, not the one he was assigned! So now I want to close this project, get the escrows back, and be able to decide if opening or not a new project.
