Android Application Capable of Extracting Data From Predefined SMS numbers

To assist emergency responders, I want an android application that can read 6 predefined SMS numbers so when an SMS comes in, the app recognises which of the 6 numbers the text was from and can extract the incident number to send a reply.
Example: An emergency dispatch message with incident number 123456 from a predefined number (one of 6) is received. In order for the responder to inform control he is responding he needs to text back the numbers 01 followed by a space and the last three digits of the incident number (in this case 456). So reply would look like 01 456.
The app needs to be able to send the number 01 followed by a space and then extract the last three digits of the incident number and send them when the responder presses RESPONDING.
There are 6 dispatch phone numbers so the application has to know the 6 phone numbers and reply to the correct one based on the message received.
