1st Class Library. Need a Class library created in c# to connect to a Government Web service. The File will have details that need to be encrypted and signed with a certificate. At the beginning of each run the library will need to contact the web service and provide a list of data (Employees) to the web service. The Web service will then reply if successful and offer to download information about the entities in the provided data. This information needs to be provided back to the main application so it can update the records with the information returned from the Web Service.

2nd Class Library or 2nd function of first library. Connect to the Web service again with the encrypted signed document and upload the completed Run information to the Government Site.
