CSS Design - Credit Report

We have a Wordpress website ([login to view URL]) that gives clients a credit report, this data is provided to us in raw format and we then output this data in a report on our website, which clients can either view online or download in PDF format.
What we are looking for is a complete CSS redesign of the way the report looks (both the web version and PDF version) so that :
1) It looks more professional.
2) the mobile layout is more intuitive and easy to read.
The major challenge for us has been that the data pulled into the report is Dynamic so the framework of the report needs to account for varying lengths and amount of data.
In addition to a new CSS layout for the report, we would also be wanting to implement a "tool-tip" or "resources" popup (lightbox) that would show whenever we display a "tip" / "resource" that the user can click on.
NOTE: We are not looking to change the CSS of our site template... we are only looking to redo the CSS layout of the actual report:
